Raffle Regulations for WA – Permit Guide
When You Need A Permit
In WA, you WILL require a permit if your prize pool exceeds $200
When You Do NOT Need A Permit
However, there are a few exemption scenarios:
- Scenario 1:
- Tickets are sold to persons who work or reside on the same premises, or to members or guests of a member of a body of persons (i.e. a club);
- The price of every ticket is the same;
- The sale of tickets and the declaration of prizes takes place within 8 days; and
- The maximum retail value of each prize does not exceed $1000.
- Scenario 2:
- The price of every ticket is the same;
- The lottery is conducted on the same day and on the same premises where tickets are sold; and
- The total retail value of the prizes does not exceed $2000
How to Apply for A WA Permit:

- Follow the steps outlined in this guide here
- For the “Professional Fundraiser” section of the application, please select “Digital Platform Only” and insert RaffleLink.
- You will not need to lodge a budget if only using RaffleLink’s digital platform.
- RaffleLink is an approved and certified online raffle platform provider with the WA
- Please confirm all the details you enter because amendments to your permit thereafter is typically difficult and lengthy
Things to Remember About Your Permit Application:
- A permit application must be submitted at least 14 days before the start date.
- Valid for 3 months. If an extension is required, apply in writing at least seven days before the original closing date. However, if not approved in time then the raffle must be closed and drawn regardless.
- If a prize with a value over $30,000 will be included in a lottery, a bank guarantee or security deposit must be provided.
- The RaffleLink Draw Program software has been approved for use in WA
- If you are an individual/business fundraising for a charity, there is provision to upload your Letter of Permission from the charity either during or after submission.

Other Common Rules To Know
Additionally, although you don’t require a permit, other raffle conditions do apply and this handy WA Raffle Fact Sheet will provide some useful information you help to conduct your raffle legally. The most common restrictions to be aware of are:
- In WA ‘discounted’ ticket packages are not allowed (e.g., $5 for one ticket, $8 for two)
- The benefiting organisation must receive no less than 30% of gross proceeds regardless of the funds raised.
- Liquor as a prize must have a retail value less than $1,000.
- Vehicle as prize– Must be a new car, unless veteran, vintage or post vintage vehicle, valued by a qualified valuer with certificate and also a letter stating the vehicle is unencumbered
